بررسی تطبیقی میزان مشارکت سیاسی زنان در دوران مشروطه، پهلوی و انقلاب اسلامی ایران

چکیده

درک واقع‌بینانه از هر اجتماع سیاسی، با تبیینی منطقی از سطح کیفی مشارکت و حضور زنان در عرصه‌های مختلف، قابل سنجش است. مشارکت زنان در سطوح بالای مدیریت سیاسی کشور، از جمله شاخص‌های مهم توسعه انسانی در فرایند توسعه پایدار است که از انقلاب مشروطه تا انقلاب اسلامی به شیوه‌های مختلف صورت پذیرفته و نقش قابل توجهی در سیر تحولات تاریخی ایران داشته است. بر این مبنا، پژوهش حاضر با هدف بررسی نقش و مشارکت سیاسی زنان در دوران قبل و بعد از انقلاب اسلامی صورت گرفته است که به منظور دست‌یابی به اهداف پژوهش، موضوع در سه مقطع، انقلاب مشروطیت، حکومت پهلوی و دوران انقلاب اسلامی، مورد مطالعه قرار گرفته است و پرسش کلیدی که در این پژوهش به دنبال پاسخ آن هستیم، این است که میزان مشارکت سیاسی زنان در هر سه دوره تاریخی، به چه میزان است؟ مطالعه حاضر، با تأکید بر لزوم توجه بیش از پیش، به نقش زنان در تصمیم‌گیری‌های ملی، با روش «توصیفی ـ تحلیلی» و با تکنیک اسنادی، انجام شده است. یافته‌های پژوهش نشان داد؛ مشارکت زنان در امور سیاسی نسبت به دوران مشروطه و پهلوی اول و دوم، افزایش کمی یافته، اما هنوز تا بهره‌مندی کیفی از توانمندی‌ها و ظرفیت‌های عالی بانوان، برای مشارکت در امور سیاسی، فاصله داریم.

چکیده [English]

A realistic understanding of any political community can be measured with a logical explanation of the qualitative level of women's participation and presence in various fields. The participation of women in the high levels of the country's political administration is one of the important indicators of human development in the process of sustainable development, which has been carried out in different ways from the constitutional revolution to the Islamic revolution, and has played a significant role in the course of historical developments in Iran. Based on this, the current research has been conducted with the aim of investigating the role and political participation of women in the period before and after the Islamic Revolution, and in order to achieve the research objectives, the subject in three phases, the Constitutional Revolution, the Pahlavi regime and the Islamic Revolution era, has been studied, and the key question that we seek to answer in this research is, to what extent is the political participation of women in all three historical periods? Emphasizing the need to pay more attention to the role of women in national decision-making, the present study has been carried out with the "descriptive-analytical" method and with documentary techniques. The research findings showed that women's participation in political affairs has slightly increased compared to the first and second constitutional and Pahlavi eras, but we are still far from the qualitative benefit of women's abilities and great capacities to participate in political affairs.
