English

making is a basic need to achieve good and sustainable public policies. Increasing the interest to be present in the public policy space and increasing social interaction in the emergence of creativity of specialized institutions can be very useful to promote participation in public policy. This research was carried out in 2022 with the aim of validating the public policy model based on promoting the participation of specialized institutions in the direction of social development. The research method is applied in terms of purpose and descriptive and correlational in terms of method. The statistical population of the research is all the academic elites, experts and executive managers of the country's public policies, which due to the unlimited statistical population and using Cochran's formula, 384 subjects were selected as a statistical sample. The data collection tool was a researcher-made questionnaire, the reliability of the questionnaire was confirmed using Cronbach's alpha and its validity was confirmed using the content and convergent validity (AVE). Finally, data analysis was done with the help of structural equations with Amose software. The findings of the research indicate the confirmation of 16 components in the form of 6 dimensions including: recognition and understanding of the general problem; public policy agenda; design and formation of public policy; Implementation of public policy; evaluation of public policy and change or termination of public policy; Therefore, it seems necessary for public policy centers to pay attention to the role and importance of these factors in order to develop and promote the participation of specialized institutions in public policy making and to replace the hierarchical approach in promoting participation in public policy making.
