تدوین الگوی خط‌مشی‌گذاری مبارزه با فساد اداری با تأکید بر نظام سیاسی و سرمایه انسانی

چکیده

فساد یکی از آسیب‌های بسیار جدی و مانع توسعه جوامع است. بر این اساس، هدف این پژوهش تدوین الگوی خط‌مشی‌گذاری مبارزه با فساد اداری با تأکید بر نظام سیاسی و سرمایه انسانی بود. روش پژوهش حاضر کیفی ـ تحلیل مضمون و از نظر هدف کاربردی بود. جامعه آماری این پژوهش 20 نفر از خبرگان کلیدی دانشگاهی مطلع بوده و برای شناسایی و توصیف ابعاد و مؤلفه‌ها و شاخص‌ها از رویکرد کیفی داده‌ها و ابزار مصاحبه‌های نیمه‌ساختار یافته استفاده شد. برای اعتبار یافته‌ها از روش صوری و محاسبه پایایی از روش توافق بین کدگذاران استفاده شد که حاصل آن 88/0 شد. برای تجزیه و تحلیل داده‌ها از روش کدگذاری در سه مرحله استفاده شد. نتایج نشان داد که 27 مفهوم پایه، 8 مضمون سازمان‌دهنده (شامل تخصص و مهارت، پست سازمانی فرماندهی و کنترل، روابط کارکنان، احزاب و تشکل‌ها، تعاملات سیاسی، سیستم‌های قدرت و ذینفعان) و 2 مضمون فراگیر (مدیریت سرمایه انسانی و نظام سیاسی) شناسایی شدند. نتایج این پژوهش نشان داد که با تمرکز بر واضح‌سازی مدل مفهومی تدوین خط مشی‌گذاری که منجر به شناسایی ابعاد، عناصر مدل شد؛ می‌توان شاهد کیفیت تصمیم‌هایی از سوی مقامات بالای جامعه و برنامه‌های دولت در جهت کاهش یا رفع فساد و بهبود کیفیت جنبه‌های عمومی زندگی مردم بود.

چکیده [English]

Corruption is one of the most serious harms and obstacles to the development of societies. Based on this, the aim of this research was to develop a policy model to fight against administrative corruption with an emphasis on the political system and human capital. The method of the present research was qualitative-thematic analysis and applied in terms of purpose. The statistical population of this research consisted of 20 key academic experts and qualitative data approach and semi-structured interviews were used to identify and describe the dimensions, components and indicators. For the validity of the findings, the formal method was used and the reliability calculation was based on the agreement between the coders, and the result was 0.88. To analyze the data, the coding method was used in three steps. The results showed that 27 basic concepts, 8 organizing themes (including expertise and skill, organizational post of command and control, employee relations, parties and organizations, political interactions, power systems and stakeholders) and 2 inclusive themes (human capital management and political system) Were identified. The results of this research showed that by focusing on clarifying the conceptual model of policy formulation, which led to the identification of the dimensions and elements of the model; It is possible to witness the quality of decisions made by high officials of society and government programs to reduce or eliminate corruption and improve the quality of public aspects of people's lives.
