This study aimed to analyze the structural changes in educational justice in contemporary Iran, using a qualitative method and content analysis of semi-structured interviews with 9 experts in the same subject area. The number of participants was determined by reaching conceptual saturation. The text of the interviews was coded in three stages. The findings show that the discourse of educational justice in Iran is transitioning from quantitative and formal justice to qualitative, structural and dynamic justice. This transformation was conceptualized in three core codes: empowerment-based justice (with an emphasis on flexible curriculum, creative education and cultural diversity), distributive justice and access (with a focus on fair distribution of quality resources and digital justice), and strategic justice (with a focus on intelligent decentralization and structural rethinking), The main challenge is the current centralized and inflexible structure that reproduces inequality. The research concludes that achieving true educational justice requires a transition to a participatory, decentralized, and empowering model in which the quality, appropriateness, and flourishing of the talents of all students are the focus.
