Abstract
The purpose of this study is to examine the impact of mortgage law reform on the development of financing by presenting proposals based on the Seventh Development Plan. The study of mortgage of interest in its legislative status is intended to consider its impact on the development of financial markets and its originality, and the dimensions of the case in the legal system are examined. In this context, it is necessary to examine the issue of mortgage law reform in social development based on the emphasis on the financial development of large and small entrepreneurial enterprises through the receipt of intellectual property and floating collateral. This approach is based on the study of the Seventh Development Plan bill in the field of media and cyberspace and the presentation of proposed provisions. Given the emphasis on the development of a knowledge-based economy based on intellectual property and future capital, the development of financing through mortgage law reform has a significant impact on social development, which in the Seventh Development Plan focuses on determining a quantitative indicator for licensed online media. With these facts, after identifying the weaknesses of mortgage law and reforming it from the perspective of achieving a developed financing system, the effects of this reform and, as a result, the efficient link between the two above-mentioned institutions have been examined with an analytical-descriptive method.
