Abstract
The aim of this study is to investigate the effect of social capital and institutional trust on social development with an emphasis on the mediating role of citizen participation. This is a descriptive-survey and applied research, and in terms of the relationships between variables, it is a correlation type. To achieve this goal, a statistical population consisting of managers and employees of the Rudbar city municipality and a sample of 95 people were studied randomly. Data collection was carried out using a questionnaire whose validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha coefficient. SmartPLS3 statistical software was used to analyze the data and test the hypotheses. The findings of this study show that institutional trust and social capital have a significant effect on social development, and citizen participation plays a mediating role on the relationship between institutional trust and social development. However, the results of the last hypothesis showed that citizen participation does not play a mediating role on the relationship between social capital and social development.
