Abstract
Objective: An efficient social security system is expected to provide sufficient income in a stable environment. The comprehensive social security system primarily refers to coverage in the context of insurance literature, meaning the number of individuals covered by insurance in a country. The aim of the present research is to formulate and design a model for the establishment of a comprehensive social security system in the country.
Method: The approach of this research is inductive, employing a qualitative method and grounded theory strategy for its implementation. The research data were collected through interviews with 30 managers working in the Ministry of Cooperatives, Labor, and Social Welfare, the Social Security Organization,
Findings: According to the research findings, the "inclusive social security system" emerges as a core category based on causal conditions including the complementary layer, non-financial layer, decision-making, insurance layer, and support layer. This is achieved through policy-making strategies in the social security system, flexible and multifaceted evaluation, creating a dynamic economic system in social security, advocacy, and considering oversight, implementation, and research and development in the context of inclusive social security as the grounds for the model. It leads to the realization of good governance in the social security system, financial security for the elderly, meeting the needs of beneficiaries, reducing poverty in society, and supporting labor market policies and economic growth.
