Abstract

We have heard many times that the failure to solve the problem of corruption is "due to the lack of political will to fight it" and we have seen many texts produced by anti-corruption institutions that consider the political will of countries to be one of the main factors determining the success of efforts to fight corruption. And they consider the necessity of existence to start the fight against corruption before any other option. But so far, this concept has received less attention from researchers in the field of corruption in Iran, and few theoretical efforts and empirical researches have been done in this regard. For this purpose, while reviewing the literature on the subject, this research has tried to deal with the meaning and concept of the discourse of good governance, its relationship with the political issue, its orientation, its origin and theoretical evaluation of its credibility as an emphasized indicator for fighting corruption.
